Bianca Adam

Senior Financial Sector Specialist

Bianca Adam is a Senior Financial Sector Specialist in the Crisis and Disaster Risk Finance team at the World Bank Group. Based in Dakar, Senegal, her work spans global policy dialogue and country-specific support on climate and disaster risk finance and insurance across West Africa. She co-leads management of the Global Shield Financing Facility (GSFF), a $400-million program that supports developing countries in prearranging financial solutions against climate shocks and disasters. Prior to her current role, Bianca served as the Team Lead for Crisis Preparedness at the World Bank’s Global Crisis Risk Platform. In this capacity, she led the development and implementation of a new framework to assess governments' capacity to prepare for and manage crises related to natural hazards and public health emergencies. She also spearheaded development of an in-house compound risk monitoring and analytics program, looking at the intersection of climate and disaster risks with fragility, conflict and violence. As an economist focusing on climate change and resilience, Bianca also worked in the Office of the World Bank Group Vice President and Special Envoy for Climate Change, and at the Global Facility for Disaster Reduction and Recovery (GFDRR). Bianca holds a master’s degree in Economics from the University of Rome Tor Vergata, where she recently returned to teach a course on Disaster Risk Management as part of the Global Governance curriculum.
